You can however create Pets in CAP without a Sim and they will automatically be saved into the neighborhood bin for you to add to any household at a later time.

Upon exit from CAP, you can also choose the relationship between pets. The Household limit has been upgraded to 10 members. You can have a maximum of 8 Sims and 6 pets per household. Combined, the members cannot exceed 10 per household, and also cannot exceed the max allowed per species.
